This module focuses on establishing a standardized approach to receiving and processing complaints and allegations. Participants will learn how to properly document initial information, conduct preliminary triage to determine urgency and scope, and establish appropriate case tracking systems. The training covers best practices for gathering preliminary facts, preserving evidence, and maintaining complainant confidentiality while ensuring critical information is maintained. Special attention is given to identifying immediate risk factors requiring expedited action and properly notifying stakeholders according to organizational protocols. Participants will engage in practical exercises applying intake processes to various scenarios they may encounter in their professional roles.

The Preliminary Assessment training equips investigators with the methodical framework needed to evaluate allegations before committing to full investigations.

Participants will develop skills to analyze initial evidence, determine investigative jurisdiction, and establish preliminary scope parameters. The module addresses how to conduct proportional fact-gathering, assess credibility indicators, and make defensible determinations about case priority and classification. Through case studies and interactive exercises, investigators will practice identifying investigation thresholds, developing preliminary investigative plans, and making well-reasoned recommendations regarding case disposition.

Special emphasis is placed on documenting assessment reasoning to support transparency and accountability in the decision-making process.

Report Writing Essentials 1

This foundational module develops the core skills needed to produce clear, concise, and objective investigative reports. Participants will learn essential report organization principles, proper documentation of evidence, and techniques for writing factual narratives free from bias or conclusory language. The training addresses common writing pitfalls, teaches proper citation of evidence, and emphasizes writing for multiple audiences including decision-makers and potential reviewers. Through guided practice with actual report examples, investigators will develop skills in summarizing complex information, properly framing findings, and ensuring reports meet professional standards. Participants will leave with practical templates and checklists to improve the consistency and quality of their reports.

This training builds upon foundational report writing skills to address complex investigative scenarios and challenging documentation issues. Participants will master techniques for organizing multi-allegation cases, effectively synthesizing contradictory evidence, and clearly explaining credibility determinations. The module covers strategies for documenting complex policy analyses, addressing inconsistent testimony, and presenting technical information in accessible language. Through intensive writing exercises and structured peer review, investigators will refine their ability to produce reports that withstand scrutiny even in highly contentious or legally sensitive cases. Special attention is given to developing executive summaries that effectively communicate essential findings to senior leadership while maintaining investigative integrity.

This intensive training develops advanced interviewing skills through both theoretical frameworks and extensive practical application. Participants will learn specialized approaches for interviewing complainants, witnesses, and subjects across diverse case types, with particular emphasis on techniques for addressing reluctant witnesses and detecting deception indicators. The module covers cognitive interviewing methods, proper handling of contradictory information, and strategies for addressing credibility challenges. Through progressive role-playing scenarios with professional feedback, investigators will develop competence in planning strategic interviews, framing effective questions, and adapting techniques based on interview dynamics. Additional focus includes proper documentation of interviews, addressing legal considerations including representation and unions, and managing challenging interview behaviors professionally.
